A Message From the President…..
SNOW blanketed the budget…
The total cost of snow removal this past winter was $ 18,000.00. That was $ 12,000.00 over budget. For the first time, money will be borrowed from our Prudent Reserve to compensate for the budget shortfall. The directors chose this course of action, in lieu of forgoing needed community improvements. Renovation of islands in the original sections of GlenOaks and lighting upgrades at the entrances of The Fairways and The Links are in the planning stages. The directors are going to review options on how to replenish the prudent reserve.
Falls of GlenOaks…
Developer Icon Properties, LLC, turned Section 11e over to the GlenOaks Homeowners Association, Inc. on January 1, 2008. The GOHOA board of directors and members welcome the addition of 18 lot owners on Waterfall Way to the association. This addition brings association membership to 482.
The Greens…
Sections 12 a, b & c consisting of 67 homes on Laurel Lane, Rose Drive and Maddox Court is 90% complete. The developer, Olympia Homes has not notified the GOHOA when the section will be turned over. Some unresolved issues between Olympia, the GOHOA, and Oldham County.
The Woods of GlenOaks….
On March 25, 2008 the Oldham County Planning and Zoning Commission approved the preliminary plan submitted by Icon Properties, LLC. for 37 single-family homes in a section to be known as the “The Woods of GlenOaks”. The section will be located at the end of Laurel Lane on the Maddox Farm property next to “The Greens”. Home prices will start at $650,000. FYI: This was 3rd time I have testified against this development. Though not entirely successful, I was able to get some binding elements put in the permanent record. They include a truck wash out area, street cleaning program, hours of operation in regards to delivery of both supplies and equipment, and pre and post blasting surveys for some homes in section 12c (The Greens) on Laurel Lane. All items are to be performed at ICON's expense. The developer also agreed to reimburse the GOHOA, Inc. some monies spent on traffic enforcement. Oldham County Fiscal Court has yet to give final approval to the proposal.
Are you a good neignbor….
I was speaking with a neighbor the other day, and we discussed several items, one of which was how things were going with the association. I shared with him some of the information you will find in this newsletter. He stated, “It’s really not difficult to be a good neighbor.” I replied, “I agree and wish everyone had your attitude. Vandalism
There had been a rash of vandalism to the shrubs in the center traffic islands on Laurel Lane and the 10700 thru 10800 block of Worthington Lane. Large limbs have been broken off at the base and some have be cut by hand sheers. If you have any information contact the association.
2008 GlenOaks Homeowners Association Survey
The purpose of our first HOA survey was to guide the Board of Directors in improving our neighborhood. A total of 482 surveys were mailed and 195 were returned with opinions and comments (40%). Thanks for taking the time! Residents were asked to indicate if they were satisfied or dissatisfied with various issues. Only 7% of respondents expressed dissatisfaction on particular items, indicating that the mass majority of respondents were satisfied. Perhaps most helpful were the comments made on the surveys. Most were predictable and things we’ve heard before, but they reaffirm the areas that need to be addressed. Many respondents (about 50%) expressed interest in social events with Moser Farms and Norton Commons. This will be initiated when we organize our various advisory groups. We were pleased that 19 residents volunteered to serve on these groups. Thanks to all who stepped up to become involved and make a difference in their community. Deed Restriction Enforcement
Declaration of Covenants, Conditions and Restrictions (CCR’s) commonly referred to as Deed Restrictions are for each homeowner’s protection. Imagine a community without them. When you purchased your home, you agreed to abide by all of them. This is an obligation, not at an option. Be proactive and familiarize yourself with your Deed Restrictions. If you know of a specific deed violation, report it. If you need a copy of your Deed Restrictions, Policies, By-laws, or a Construction Request contact a director or call the association voice mailbox 736-7676. 2008 Annual Dues
95% of the association members paid on time, 7 have yet to pay. Liens will be filed and the accounts will be turned over to our attorney for collection.
Yard Signs
Deed Restrictions allow one customary sized “for sale” sign in each yard. No other signs, regardless of content, are permitted. Please continue to honor your commitment to your neighbors and your neighborhood by not allowing or placing any other types of signs in your yard.
Mailboxes
Many mailboxes in GlenOaks are severely rusted and deteriorating. Make the first impression of your home and your community a good one. If you don’t have time to paint the box yourself or if you just need the plastic stick on street numbers, please contact the Duggins Company @ 966-5774.
Pets
All dogs should be restricted to your property unless on a leash. Please be considerate of your neighbors and clean up your dog’s waste “deposited” in yards, traffic islands, and other common areas. Barking dogs should be reported to Animal Control: Jefferson County 361-1318; Oldham County 222-7387.
Police Patrol & Traffic Enforcement
Currently our LMPD officer patrols (the entire subdivision) 45 hours a month and the LaGrange officer patrols (the Oldham County portion of GlenOaks) 24 hours per month (an increase of 12 hours a month for 2008). Their combined efforts go a long way to address issues such as car break-ins, speeding, vandalism, illegal parking and they create an overall police profile for our community. The Police Patrol does not include “The Greens” on Laurel Lane until they become members of the GOHOA. Monthly reports are received from both officers. According to recent police reports, most citations are being issued to non-residents. Non-residents are identified as neighbors (residents of Moser Farms and The Reserve Estates of Sleepy Hollow), construction workers, delivery vehicles, and others (vehicles passing through GlenOaks). Monthly police reports are distributed through the Neighborhood Watch Program and are available on the Association website.
The officers perform several functions:
• Random patrol of the subdivision
•Traffic enforcement
• Monitoring school bus stops
• Housewatch
• Responding to home alarm systems
• Cop in the Drive-NEW SERVICE
If you live in Jefferson County and you feel that speeding along your street is a problem, here's a possible solution. LMPD Officer Hixon, with your permission, will utilize your driveway and "run radar". There are some conditions. Permission to use your driveway must be e-mailed to LMPD Officer Paul Hixon at paul.hixon@louisvilleky.gov or paul.hixon@insightbb.com. Only addresses on Worthington Lane, Stone School Road, and Moser Farm Road will be considered. Officer Hixon has total discretion of when and which driveways he will utilize. He will reply by return e-mail within 48 hours.
If you live in Oldham County, LaGrange PD Sergeant Frank Conway will offer the same service. Permission to use your driveway must be e-mailed to LaGrange PD Sergeant Frank Conway fconway@lagrangepolice.com Oldham County addresses on Laurel Lane, Mountain Ash Lane and Worthington Lane will be considered. Solicitors
“NO SOLICITATION SIGNS" are posted at both the Stone School and Worthington Lane entrances.
Soliciting is prohibited in GlenOaks. CALL THE POLICE AND THEY WLL SEND OUT AN OFFICER.
Flyers in the paper boxes are a nuisance and most end up littering our neighborhood. Please contact the vendor and tell them “Soliciting is prohibited in GlenOaks.”

Roadway Resurfacing
Jefferson County - Worthington Lane between Stone School Road and the Oldham County Line will be resurfaced fall, 2008.
Moser Farm Road from Worthington Lane to the Oldham County Line will be resurfaced fall, 2009.
Oldham County -None planned
Landscaping
Renovation of islands and courts, especially in the initial sections of Glen Oaks, is in the works. These are expensive, time-consuming projects, so please be patient.
Garbage
Please bring your garbage cans in as soon after pickup as possible. Industrial Disposal has been notified that pickup should not occur before 7am. Please note that recycling service is an optional, additional cost service. Junk Pickup Day is May 20, along with Moser Farms. You can speak directly with Industrial Disposal about individual problems at 638-9000.
Streetlights
We try to notify LG&E of streetlight problems, but you may receive faster service by reporting problems yourself directly to LG&E at 589-3500.
Yard Sale
Moser Farms is having their yard sale on Saturday, May 17. Residents can plan their own yard sale for the same date and benefit from the traffic headed to Moser Farms.
Potholes
Looks like a bumper crop this year! We try to call in all we see, but you can also report your favorite potholes to Louisville Metro at 311 or Oldham Co. Road Dept. at 222-0426.
Tree trimming
The recent tree trimming on Chinaberry Court, Laurel and Worthington Lane was performed by Oldham County Public Works. This resulted from complaints that tree limbs were obstructing the area above the roadway by the US Postal Service and delivery trucks. Complaints have been received recently about tree limbs hanging down over the sidewalks. As a courtesy to your neighbors please trim up your trees.
Fourth of July

Website
The website has gone through some recent changes with others planned. If you have a suggestion, please contact the Association via the website.
GlenOaks Lake
Grab your pole and let’s go to the fishing hole. The private lake (residents only) is owned and maintained by the GlenOaks Homeowners Association. The lake is over 2 acres in size and is truly an asset to the community. It is there for all to enjoy so please protect its appearance. Please obey the following rules:
• No Parking in the Grass
•No Trespassing
• Residents and Residents with guests only!!!
• 8 AM --- Dusk
• Use At Your Own Risk
• Leave Nothing Behind
• Children Must Be Accompanied By An Adult

Vice President Todd Shepard resigned due to an increase in personal and professional obligations. The Association and its members wish him well and appreciate Todd’s contribution during his term.
Welcoming Committee
The Board of Directors has formed a “Welcoming Committee”. The committee of one (we are looking for other members!) is presently greeting new residents. They are given a tin of cookies and an Association Informational Packet.
The packet consists of the deed restrictions, policies, and construction guidelines (all of which are available on-line).

Neighborhood Improvements
Replacement trees were installed along Worthington Lane, east of the Estate Section entrance this past October.
Your tax money at work!! Stone School Road was resurfaced in November. Louisville Metro Government has been asked that both Worthington Lane and Moser Farm Road be put on the inspection schedule.
Both the “Fairways” and “Links” entrances will undergo refurbishing in early 2008. This will include installation of the missing letters, new lighting, and a change in landscaping.
Road Improvements of Hwy 22 and Old Brownsboro Rd. (1694)
The vacant church building on Hwy 22 was recently demolished. This is the first sign that the project has begun. The project will encompass the widening of Hwy 22 from Chamberlain Lane to Hitt Lane. Old Brownsboro Road (1694) will be widened from the I-71 overpass to Hwy 22. 1694 will also be extended across Hwy 22 and intersect Chamberlain Lane at Shenandoah Drive. A few pieces of property have yet to be acquired but barring any unforeseen problems, construction should be underway by mid-2008.

Crime Prevention Tips:
Illuminate your property at night. Don’t depend on streetlights or lights from adjoining properties.
Leave outside lights on after dark.
Make sure there are no shadows or dark areas around the house, garage or yard in which a person could hide.
Call the police at 911 if you are at home and hear or see something suspicious. Don’t take direct action yourself.
Don’t leave keys in mailboxes or planters, under doormats or in other hiding spots. Leave an extra key with a neighbor.
Learn to recognize who belongs on your street.
Be suspicious of persons making unsolicited offers of services. Check photo registration card before dealing with anyone offering services.

Waste Management 2008
The cost of waste management by IDS will increase to $11.35 per month effective January 2008. Remember, all routine trash, waste and recycling pickups are scheduled for Tuesdays. As both Christmas and New Years Day fall on Tuesdays, waste pickup will take place on Wednesday, December 26 and Wednesday, January 2. Please be sure and use the lid on your recycling bins to avoid wind-blown debris. Thanks!
Our Neighbors in Norton Commons
A Catholic school is currently being designed by Voelker, Blackburn & Neihoff and is targeted to open no later than fall 2009. The new school named St. Mary Academy is already operating, as it is a merger of Mother of Good Counsel and Immaculate Conception (LaGrange). They currently use both campuses but join in sports team, etc. John Niehoff, a Glen Oaks resident, is the lead architect as well as a member of the new parish. John is also the architect for the JCPS School. For more information, please go to HYPERLINK "http://www.saintmaryacademy.com" www.saintmaryacademy.com. A Catholic church is planned as well but will not begin construction for at least 3 years.
Plans for both a YMCA and a Jefferson County Public School on the same site are underway. The YMCA and the public school will share certain facilities and be joined by a gymnasium. The YMCA has completed their funding, and the school board committee has approved the YMCA/JCPS concept of a shared site. Approval of the shared site by Jefferson County School Board is required before the YMCA can proceed.
A new fire station is currently going through bidding and funding procedures. Construction should begin in 2008.
GlenOaks Neighborhood – A Great Place to Live
THANKS to all who have painted your mail and paper boxes. To those who haven’t, remember that a new box and post is about $200 if your old one rusts away, but a pint of black paint and a brush is only about $5!
THANK YOU to all residents who flew the American flag on Memorial Day and July 4th and have put up Christmas decorations. Your efforts have beautified and enriched our neighborhood.

Board President is Leaving
Larry Lee, current president of the GlenOaks Homeowners Association is leaving our Board of Directors. A business transfer necessitated his family relocation to Tennessee. We thank Larry for his many contributions to GlenOaks and wish him and his family well.
Annual Meeting
The annual general meeting of the GlenOaks Homeowners Association is set for Tuesday, October 2, 2007, at 7:00 PM, at the GlenOaks Country Club main dining room. The purpose of the annual meeting is 1) to provide an annual operational review and report to the membership and (2) to elect directors to the board.
Election of Directors –
The terms of board members Larry Lee, Mike Lewis and Georgia McDaniel expire this year. The nomination/election process has several steps. First, self-nominations should be sent to the board of directors and postmarked by August 31st. The self-nomination should include a brief resume and a statement of why one would like to serve. Mail your self-nomination to GOHOA, Inc., c/o Secretary, PO Box 343, Prospect, Ky 40059. Second, if three or fewer nominations are received by the deadline those candidates shall be deemed elected, and the remaining seats, if any, shall be filled by appointment of the then existing Board. If more than three nominations are received, a ballot will be prepared. Ballots shall be mailed to the homeowners at least five (5) business days prior to the annual meeting. A candidate for Board membership may be nominated from the floor, as a write-in candidate, provided that a Board election is needed (as indicated above) at the annual meeting. All votes shall be tabulated at the annual meeting. All ballots not received by the Secretary by the conclusion of the annual meeting shall be void.
No special skills are required to serve on the board of directors. A director should have a keen interest in the development of our community, a willingness to learn about the issues, a good measure of common sense, a team orientation and a commitment to a monthly meeting.
Neighborhood Watch
One of the great assets of the GlenOaks community is the Neighborhood Watch program. The success of this program depends upon the voluntary participation of you and your neighbors. As successful as this program has been in the past, there is much opportunity to expand and improve. Currently we have 254 homeowners registered with our email notification system - - out of 464 total residences. The GlenOaks Neighborhood Watch would like to increase its members.
All residents of GlenOaks would benefit by participating. Look at some of the following advantages:

- Police alerts of suspicious activities occurring in local neighborhoods.
- Immediate warnings by neighbors of burglaries and/or suspicious activities.

Deed Violations
GlenOaks is a special Louisville community, established with deed restricted covenants designed to ensure a quality of life that will maintain and improve property values over the years we live here. When buying their GlenOaks home, all owners subscribed to these covenants as part of the buyer/seller closing.
An important designated function of your association’s board of directors is to monitor property maintenance and adherence to deed restrictions & covenants. It is important for all GlenOaks owners to know how the board carries out this responsibility and the graduated measures that are used to gain compliance.
When proscribed violations are observed, it is required that the board contact the homeowner a) with a reminder of the covenant, which is in violation, b) to identify the needed remedy and c) to establish a timeframe for compliance. If a personal contact does not produce an appropriate response, the board moves to a next step and will send the homeowner a certified letter - - again outlining the violation, noting the previous personal contact, and a time frame for compliance. Continued non-compliance will necessitate the third step of contacting our association attorney and proceeding to the final step of any needed litigation to accomplish compliance.
There are several deed violations that the current board has addressed and it would be helpful to briefly review. Language portions of the covenants is presented below and is for general information only.
Tree landscaping minimum requirement: “Upon the construction of a residence, the Lot Owner shall cause to be planted two trees each with a minimum diameter of tree inches, when planted in the front yard. An exception is if existing trees (at least 3" in diameter) are growing in the front yard. Upon an owner's failure to comply with this . . . the association may take action necessary to bring about compliance, and the Owner on demand shall reimburse the performing party for the expense incurred in so doing.”
Trailers & boats and unused automobiles are not allowed to sit overnight on a driveway or any visible portion of the homeowner’s property. The garage is the only approved location for overnight stays. “No trailer, truck, commercial vehicle, camper trailer, camping vehicle, or boat shall be parked or kept on any Lot at any time unless housed in a garage or basement. No automobile which is Inoperable shall be parked on any street in the subdivision for a period in excess of twenty-four (24) hours in any one calendar year.”
Overnight on-street vehicle parking: “No automobile shall be habitually or continuously parked on any street or right-of-way in Glen Oaks.” On street parking in Oldham County is illegal
Pet nuisance: “All household pets, including dogs and cats, shall at all times be confined to the Lot occupied by the owner of such pet or shall be restrained by a leash at all times when any such pet is not confined to the pet owner's Lot.”
Lawn maintenance: “It shall be the duty of each Owner to keep the grass on the Lot property cut, to keep the Lot free from weeds and trash, and to keep it otherwise neat and attractive in appearance. Should say Owner fail to do so, then Developer, or any person or association to which it may assign the right, may take such action as it deems appropriate, including mowing, in order to make such Lot neat and attractive, and the Owner shall upon demand reimburse Developer or other performing party for all expenses incurred in so doing.”
The board cannot possibly observe and be aware of all deed violations. The board relies on all community members to be observant and immediately report any violations to a board member. By working together, we can all help to maintain and improve our community reputation and the value of our homeownership. Help protect your investment!

Signs
Attaching signs to light posts, stop and/or street signposts, trees etc. is illegal and unsightly. Residents are urged to contact the GlenOaks Neighborhood Watch Program. Your request for assistance concerning lost pets or yard sales may be sent out via email. In the future these signs will be removed without notice.
Mailbox Replacements
Many of the mailboxes in Glen Oaks are severely rusted and deteriorating. Five dollars invested in a paint brush and a quart of black paint can save you $200 to replace your mailbox and post later. Make the first impression of your home and your community a good one. If you don’t have time to paint the box and post yourself, give us a call for the name of someone you might hire.
Police Patrols
We receive monthly written reports from both the LMPD officer who patrols the entire subdivision and the LaGrange Officer who patrols the Oldham County portion of GlenOaks. These reports are distributed to GlenOaks homeowners who are registered with a Neighborhood Watch captain for email transmissions. This is the only practical way to quickly and efficiently distribute this information. Currently our LMPD officer patrols 45 hours a month and the LaGrange officer patrols 12 hours per month. Their combined efforts go a long way to address traffic issues such as speeding, youth vandalism, and creating an overall police profile for our community.
The LMPD officer who patrols GlenOaks performs house watches in both the Oldham and Jefferson County. You can contact him directly via his pager 891-9093. If you live in the Oldham County portion of GlenOaks, the LaGrange Officer also performs house watches. He receives the information from Oldham County Dispatch. To arrange for a house watch, contact Oldham County Dispatch at 222-0111. Inform them you want to be added to the House Watch List. They will ask where you live, when you are leaving and returning, what cars will be left in the driveway, what lights will be left on, who may be coming by to check your property, and an emergency number. Landscaping projects this year include:
-- Some of the trees along Worthington Lane in the Estate Section were hit by late freezes two years in a row. Installation of replacement trees will be completed this fall.
-- Repair or replacement of the signs, landscaping, and lighting at the Signature Walls of the Fairways and The Links. Work should be completed this fall.

All three neighborhoods will be represented in this publication. The new directory will be produced by The Home Builders Association of Louisville. Keep your eyes open for your mailer to make sure your information is up to date, and to take advantage of amazing advertising opportunities. Advertising information will come to you along with your information questionnaire. For advance information on advertising or to invest in your preferred placement call the Home Builders Association at (502) 429-6000. Homeowner Involvement
One thing that really makes a difference in a community like GlenOaks is the involvement and participation of the individual homeowners’ and their families. We need interested residents to volunteer to serve on action committees to address a variety of issues. We would appreciate your participation in any of these committees: Welcoming for new residents, Landscaping, Construction requests, Finance, Neighborhood Watch, Deed Restriction Compliance, and Developer Relations. Broad based homeowner participation will contribute to a stronger community.

Annual General Meeting
Our annual meeting was held on Tuesday, October 3, 2006, at the GlenOaks Clubhouse. We had approximately 50 of our 430 members present. Outgoing president, Bob Dye conducted a “year in review” which is detailed in this newsletter. Louisville Metro police officer Paul Hixon gave his annual report on patrol activities in our neighborhood. Outgoing directors, Bob Dye, Wyatt Gragg, Ken Hooper, and John McGlynn were recognized for their combined thirteen years of good service to our community. The four new directors are: Bob Anderegg, Barb Dye, Bob McDonald, and Todd Sheppard.
2006 Overview
This was another busy year with many projects and initiatives moved forward and brought to completion. Some of our changes, improvements and ongoing programs included:
Ground lighting replaced on Stone School Road and Worthington Lane
Street lights installed on Willow Oak Court and Moser Farm Road
Waterfalls repaired and operational at Estates entrance
Black fencing repaired and painted on 220 feet of Brownsboro Road
Trees pruned in all traffic islands throughout GlenOaks
Consolidation of ground maintenance, irrigation & electrical repair, snow removal to one contractor.
Junk Pick-up and Street Sweep programs continued
Community Yard Sale with Moser Farm subdivision organized for the first time
Professional installation of seasonal decorations
Contracted Louisville Metro Police patrol increased to 39 hours a month
Contracted Oldham County Police patrol established at 18 hours a month
“Two-tree” deed restriction covenant enforced
Street parking deed restriction covenant enforced
Neighborhood Watch signage placed at each community entrance
GlenOaks Homeowners Association added 96 new homes in 2006. This consisted of homes in The Links section, The Fairways section and a stretch of Laurel Lane. At year’s end our total membership stood at 430!
Police Patrol Summary
GlenOaks funds special patrol services by Louisville Metro Police and Oldham County Police. Current services provided by our two officers include a House Watch program, monitoring School Bus Stops, Traffic Enforcement, and random Patrol of the subdivision.
Parking citations are now being issued in both the Jefferson County and Oldham County sections. Parking the wrong way on the street is illegal and dangerous. Parking too close to an intersection and/or fire hydrant is illegal. Parking on both sides of a street, to an extent that would impede quick easy access for emergency vehicles, is a problem. These are all instances of situations that may result in a parking ticket.
Safety Tips from our Police Patrol Officers:
• Lock the doors to your home at all times.
• Some residents still leave their garage doors up throughout the night. Please check your own garage doors, especially when it becomes dark outside, and also alert your neighbors if you notice they have inadvertently left their garage door open.
• Make sure all windows and doors are adequately visible - by keeping trees, scrubs, bushes and other landscaping pruned and trimmed.
• Take the time to look around your house for dark spots and, if necessary, adjust or add lighting. Lighting plays a big role in the safety of every home. Leave lights on in the front and back of your home. Timed lights and motion lights are an inexpensive way to add security to your home.
• Do not leave personal and expensive items in your car. If you need to park a car outside your garage, park in well lit areas, facing the street if possible, but not on the street. Always lock your car.
• Have your children abide by the Louisville-Metro Jefferson County Curfew ordinance. These are available via Internet on-line.
• Door to door solicitors are an ongoing problem. Do not open your door to these solicitors. Do not engage them in conversation. If you feel unsafe, call the police.
In general, if you see suspicious activity, call the police. Be safe – not sorry. If you are a victim of criminal activity, call the police. If victims do not report incidents, then adequate resources will not be allocated for routine patrols in this neighborhood.
GlenOaks Neighborhood Watch
Neighborhood Watch (NW) continues to grow and expand in GlenOaks. Presently about one-half of the residents are members. Routine police reports and crime alerts are distributed via email through our NW coordinator to our NW captains, and then from the individual NW captain to each participating household. Residents send questions and suggestions to either their NW captain or directly to the police departments. Information from residents helped solve two crimes in GlenOaks in this last year.
There is an ongoing need for new Neighborhood Watch captains. This is especially needed if you do not currently have a NW captain contact. If you are interested in serving as a NW captain, or know someone who would be interested, please take a moment and contact our GlenOaks Neighborhood Watch coordinator, Georgia McDaniel. Waste Collection Services
All routine trash, waste and recycling pickups are scheduled for Tuesdays. The rules for pickup service from Industrial Disposal Co. include the following guidelines:
• Trash/garbage containers should be wheeled to the curb the evening before the collection day.
• When placed at the curb, the trash container wheels should be facing the house so that the lids open up toward the street.
• The containers require a 3-foot clearance on both sides to that the automated equipment on the trucks can “grab, lift and dump” the trash container contents without operator manual assistance.
• All trash should be “bagged” in the containers to help keep our streets and yards clean from loose debris caught up by the wind.
• Two recycling bins are to be provided to each residence at no charge. Once again, the recycling bins should be kept covered when placed at the curb.
• All collection containers, both for trash and recycling, must be removed from the curb following collection – before day’s end.
Holiday schedule information – if a holiday falls on Monday or Tuesday, waste and recycling will be picked up on Wednesday. Industrial Disposal Co. observes the following holidays- New Years Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, and Christmas Day.

Member Concerns
Recent and ongoing member concerns have been voiced at the annual general meeting and to individual board members during the course of the year. These concerns include:
Boats, watercraft, trailers in driveways or yards. Deed restriction violation
Improper signs in yards. Deed restriction violation
Mowed grass clipping left on sidewalks, on curbs, in street. Deed restriction violation
Children violating curfew. City-County ordinance violation
Children without adult supervision at GlenOaks Lake. (Rules are Posted)
Garbage containers and recycling bins put on street too early or left at the curb too long.
Personal signs taped on GOHOA maintained stop signs, street signposts or streetlights.
Barking dogs, loose dogs, and dog droppings. Report this violation to Animal Control.

On January 1, 2007, Section 11C of the master development plan will be incorporated into the GlenOaks Homeowners Association. These 34 homes on Worthington Lane, Laurel Lane & Waterfall Way will bring our total membership to 464 homes.
A comprehensive residents’ contact directory for GlenOaks and Moser Farms will be professionally produced by Lincoln Media Group. Through advertising sponsorships this publication will not bear any cost to either the GOHOA or you as an individual. It is anticipated that the directory should be available for distribution by July 2007.
As a carryover from the groundwork laid by the previous board, we begin the New Year with a good list of targeted projects. Amongst the list of scheduled enhancements: an increase in police patrol hours; continued ground-scape replacements and additions; repairs to the wall and archways of the Estates section entrance; installation of overflow controls for our GlenOaks lake; and upgrade lighting the entrances for The Fairways and The Links.
The board voted to standardize all association dues commencing with our 2007 fiscal year. All members’ dues will be $300 per year. The payment deadline is still February 1, 2007 and the late fee continues to be $50.

Representation from all sections is not required by the by-laws, but total community involvement is encouraged.

A Few Crime Prevention Tips:
•Illuminate your property at night. Don’t depend on streetlights,
or lights from adjoining properties.

Make sure there are no shadows or dark areas around the house, garage or yard in which a person could hide.

Call the police at 911 if you are at home and hear or see something suspicious. Don’t take direct action yourself.

Don’t leave keys in mailboxes or planters, under doormats
or in other “usual hiding spots”. Leave an extra key with a neighbor.
• Learn to recognize who belongs on your street.
• Don’t leave valuables in your car to be stolen.
• Take all mail to the post office or drop in a collection. And collect your delivered mail in a timely manner.

Normal junk pickup consists of hot water heaters, washers, dryers, dishwashers, couches, chairs, coffee/end tables, misc boxed toys, garage items, tools, grilles, bicycles, lawn mowers, refrigerators* etc. The following is a general guideline of what is NOT ACCEPTABLE for junk pickup of “normal” household solid waste.
· Demolition /construction material ..studs,drywall,sinks,tubs,toilets . A dumpster is required for construction, renovation , redecorating. Cabinets must be broken down to small pieces no longer than 4-5’
If items can fit into a 90 gal ID cart they are acceptable.
· Large amounts of fencing …a few planks may be ok if no longer than 4-5ft. in length…must be tied and bundled for pickup
· No concrete….blocks, bricks etc.
· No liquids of any kind…paint, thinners, pesticides household cleaners, motor oils, fuels. Wet paint can be “solidified” with kitty litter or granular absorbent material from automotive supply stores
· No medical bio-hazards…sharps, chemo diapers, oxygen tanks
· Lawn mowers must have gas tanks removed and broken down as much as possible
· Gas grilles are acceptable…with no propane tanks of any kind,..grilles must have tank removed and broken down as much as possible
· Swing sets and basket ball goals must be broken down as much as possible..no pieces more than 4-5ft long…no concrete on legs or base
· Mailboxes cannot be more than 4-5’ long and no concrete on base
· No large car parts..fenders, hoods, trunk lids etc.
· No tires of any kind
· * Freezers, refrigerators, air conditioners – must have Freon / refrigerant captured and removed by certified HVAC technician and unit tagged for acceptable pickup. Freon is considered hazardous waste
· No landscaping material such as…logs, railroad ties, landscape timbers, stones or concrete blocks. No dirt or sod.
· No yard waste material (in Jefferson County this must be collected separately with yard service) …no fire logs, stumps , shrubs etc.

GlenOaks Lake
The GlenOaks Lake renovation is nearing completion and signs have been installed. The lake is over 2 acres in size, and is truly an asset to the community. It is there for all to enjoy and to protect it’s appearance. Unfortunately vandalism to the Dam area by children has been reported as well as children recently walking on the ice which can be deadly. Please if you are a parent protect your child, and your family from tragedy- Children Must Be Accompanied By An By Adult

The sidewalk recently installed in front of the GlenOaks Lake (620 feet) which included sections 4a & 4b was installed after waiting 5 years. The developer of 4b paid for the complete installation. The GlenOaks Homeowners Association owes a debt of gratitude to Beth Stuber, Oldham County Engineer who was instrumental in this project

Burglary: total of 1from the Jefferson County section.There was no one night that stood out. However, the District Detectives believe most of the acts were committed between 10:00 PM through 4:00 AM and on evenings when it was raining.
Patrols have been adjusted to include these times of possible activity.

Presently services performed include: random patrol of the subdivision, traffic enforcement, monitoring school bus stops, and the house watch program. A lot of discussion centered around how the police patrol and the amount of SPEEDING BY THE RESIDENTS.
SAFETY TIPS
• Have your children abide by the Louisville-Metro Jefferson County Curfew (available by e-mail).
• Parking on the street is a problem when people have a party and guest park onoth sides of the street. Police will intervene when the parking hinders an emergency vehicle and a recently a school bus couldn’t get by safely,
• Parking the wrong way on the street isn’t illegal but is dangerous, an oncoming driver may not see the vehicle due to a lack of reflective material on the front of your vehicle. If an accident occurs the vehicle owner might have a problem.
• Lock your doors to your home , even if just for a short time.
• Make sure all windows and doors can be seen by trimming shrubbery andlandscaping. Take the time to look around your house for dark spots and adjust or add lighting.
• Lighting plays a big role in the safety of every home, leave lights on in the front and back of your home. Timed lights and motion lights are an inexpensive way to add security to your home.
• Take personal and expensive items out of your car. If you have to park a car outside the garage, park your cars in well-lit areas, facing the street if possible, but ot on the street.. Always lock your car.
• Barking dogs, dog droppings, loose dogs are problems should be reported to Animal Control.
• Residents still leave their garage doors up all night.-Please check this before you retire for the evening

If you see suspicious activities, call the police, be safe not sorry.
•
If you are a victim call the police. If no reports are filed then resources will not be allocated for routine patrols.

GlenOaks Annual Homeowners Association Meeting

GlenOaks Country Club Clubhouse-Main Dining Room.
As always, all members are encouraged to attend. There are 344 resident/members in the GlenOaks Homeowners Association., with 204 additional homeowners to be added in stages over the next 3 years. Directors will discuss the Neighborhood Watch, Norton Commons, finances, homeowner tree requirements, fences, and mosquito problems. Officer Paul Hixon, Louisville Metro Police Department, and Lieutenant Tim Wakefield, Operations Oldham Count Police Department will speak about speeding, parking, dogs, and curfews. David Such, President of Moser Farms HOA will also attend.
Another busy year and Great Things are Going On!!!!
In a community like GlenOaks with the esthetic integrity that our homeowner covenants demand, the blemishes often become more visible than the repairs. There are numerous community upgrades and improvement projects that your association accomplishes in a given year. So, in case you haven’t noticed, the following is what your Association has been (and in some cases,) is still working on:
- The GlenOaks Lake renovation has been completed. Maintenance of both the lake and surrounding area will enhance it’s new beauty.
- A new holiday decor vendor was selected. This new arrangement will allow the seasonal decorations to grow a little each year as we replace the old and out of code lighting.
- Emphasis on the obligation of homeowners to pay their dues in a timely anner, resulted in only 21 late payments.
- Increased police protection is definitely paying dividends in controlling moving violations, car break-ins, curfew problems and vandalism.
- Our website has been updated www.glenoakshomeownersassociation.com take a moment and sign up.
- The Neighborhood Watch has been a very successful means of passing along critical neighborhood alerts and information this year. The more eyes and ears we have watching and listening, the safer we will all be.
- The Signature Entrance of the Estate Section lighting is in the process of being renovated. Did you notice the pre-Derby street sweeping?
- We also were able to corral the constant water flow at the Worthington Lane and Stone School Rd. intersection.
In addition to the above, the association is kept busy with overseeing weekly lawn owing, landscaping issues, irrigation repairs, snow removal and vandalism. Another time consuming task is the enforcement of the deed restrictions. The faster our community grows, the more necessary it is for everyone to be on the same page relative to the cans, and cannots.

Hollow Creek proposal to ban street parking is put on hold---Opposition strong from city residents By Scheri Smith ssmith@courier-journal.com
A proposed ordinance that would ban parking on streets in the small city of Hollow Creek is on hold after residents rallied against it. The City Commission considered enacting the ordinance after receiving complaints that parked cars were impeding traffic in the city, which is off Fegenbush Lane. But the proposal, which was introduced for discussion about four months ago, met strong opposition at the commission's Aug. 16 meeting. People at that meeting said parking on the street is a necessity, especially for families with numerous drivers and vehicles. But that isn't a strong argument against the ordinance, said Jim Wright, a former city commissioner who lives on Switch Bark Road. Wright said that he wants on-street parking restricted and that families with multiple vehicles should take into consideration whether they have room to park them. "Other people in the city should not have to be penalized," he said. "... If they don't have a big enough driveway, they should widen their driveway." Wright had an ally in Bob Thomas of Watch Hill Road, who said: "Our parking problem is from residents who are parking out on the street and they've got empty driveways. That's what's got people upset." Thomas also said: "I don't care if some people are up in arms. They're going to have to get with it. They're going to have to get off the couch, put down their bonbons and move their cars." Mayor Bob Wagner said he does not favor banning on-street parking but thinks the issue should be addressed. "When people park across from each other, obviously you have barely a lane in between the two of them," Wagner said. "It can make driving difficult, but one of the concerns is if we have an emergency vehicle come through, it would cause a problem. "We have situations where somebody is parking directly across the street from someone's driveway." The mayor said the ordinance idea is preliminary, with some issues still to be addressed -- such as what to do when someone has a party and guests need to park on the street. Rebecca Cecil, who lives on Cross Creek Boulevard, does not see parking as a problem. Cecil, who has lived in Hollow Creek for 12 years, said a formal ban is unnecessary. "I think simply being courteous to your neighbors is the solution," she said. City Commissioner Jack Ditsler said officials need to find a way to deal with people who make a habit of parking on the street. "We really don't have that big of a problem with the exception of the same ones do it all the time," Ditsler said. Election of Board of Directors ****A FEW GOOD PEOPLE NEEDED!
The Board of Directors consist of 7 members. The upcoming election will seat a total of 4 directors, 3 with 2 year terms and The remaining year of a 2 year term. The following 3 directors have one year remaining on their terms.
Those directors are Bob Dye (section 4b), Ken Hooper and Wyatt Gragg (both of section 10).
GlenOaks presently consist of 7 sections 1a, 1b, 3, 4a, & 10 (in Jefferson County) and Sections 4b & 5 in (Oldham County) with a total of 344 homes.Representation from all sections is not required by the by-laws but total community involvement is encouraged.

A Few Crime Prevention Tips:
•Illuminate your property at night. Don’t depend on streetlights or lights from adjoining properties.
• Leave outside lights on after dark.
• Make sure there are no shadows or dark areas around the house, garage or yard in which a person could hide.
• Call the police at 911 if you are at home and hear or see something suspicious. Don’t take direct action yourself.
• Don’t leave keys in mailboxes or planters, under doormats or in other hiding pots. Leave an extra key with a neighbor.
• Learn to recognize who belongs on your street.
• Be suspicious of persons making unsolicited offers of services. Check photo registration card before dealing with anyone offering services

Dear GlenOaks Homeowner Association Resident/Member; It has come to our attention that there are some association members who are not familiar with their Declaration of Covenants, Conditions and Restrictions and the Association Policies pertaining to certain Restrictive Covenants.
These are rules and regulations that have been and will continue to be enforced by your Homeowners Association in order to maintain property value and the intended character of GlenOaks. The most often ignored or misunderstood restrictions are:
- continuous and/or habitual street parking is not allowed
- boats, trailers, inoperable motor vehicles, etc. must be kept in the garage (not in the driveway, yard or street);
- fences, outbuildings, recreational structures are allowed only, if the plans are submitted prior toconstruction and approved by the Association Board. (The Board ask that all plans be submitted 60 days prior to start of construction)
- landscaping in each front yard requires two trees, (3” in diameter) .Trees located between the sidewalk and curb do not satisfy this requirement.
You should have these documents. If you didn’t receive them when you purchased your home or you just can’t find them, please go to the association web site, www.glenoakshomeownersassociation.comand download a copy. You will need to know your lot# and the section you reside in. This information is also available on the website.
Some of the regulations may seem a bit restrictive, but they were written by the Developer not the Board. Their purpose is to maintain the visual appeal and property value of the entire development.

SAFETY CONCERNS
Speeding A portion of your annual dues pays for an off duty police officer to patrol the neighborhood. Unfortunately, speeding continues to be the community’s greatest problem. For the safety of the children please watch your speed.
Garage Doors. Leaving garage doors open overnight is an invitation for thieves to help themselves. Don’t make it easy for them.
Parties If you are having a party, please advise your guests to park on only one side of the street. The additional walk may save them a citation and possible towing if an emergency vehicle can’t get through.
Walkers and Runners. Walkers/runners may want to consider using the sidewalks in congested areas. For those who must use the streets, please abide by the standard rules of the road—that is, going against the traffic and in single file.For your safety please wear white or reflective clothing.
PET PROBLEMS
Dogs may be man’s best friend, but rest assured your neighbors and the association lawn service contractors do not have the same affection for their waste. Your neighbors’ yards and the islands and common areas maintained by the association are not “dumping zones”. Please walk you dog with a “pooper scooper” device. Also the Association has received several complaints of both loose and barking dogs. If you are experiencing either of these problems talk to the your neighbor first, if problem continues contact the following for help.

Grab your pole let’s go the fishing hole. The repair and clean-up of the fishing lake on Moser Farm is now complete. The private lake (residents only) is owned and maintained by the GlenOaks Homeowners Association. Enjoy!!!!

These rules were determined by consulting the GOHOA liability insurance company (Kiely Hines Insurance), attorney Ken Kinderman, Officer Paul Hixon LMPD, and reviewing similar signage in surrounding subdivisions.
VANDALISM
Call the police when you see acts of vandalism or other suspicious activity. In the last year vandalism of landscape lighting, signature entrance signs and traffic island irrigation heads have increased!!! Repairing and replacing association property is paid for with your annual dues!!! The maintenance of the community landscape, irrigation and electrical systems is performed by Twin Mac Services. Streetlight maintenance is preformed by L,G,& E’s contractor, United Electric. Maintenance trucks are clearly marked and employees wear monogrammed shirts. All work is usually performed during normal business hours. If you see anyone other than these service companies, please stop and ask who they are and if they have a work order from GlenOaks HOA. If you’re not comfortable doing that, call the police. So please help keep costs down, by being aware of what is happening in your neighborhood.
